When in Development, CSS injection and sourcemaps are enabled, and code-splitting is partially enabled (there are multiple JavaScript and CSS files being loaded to enable automatic browser reloading and sourcemaps).

When in Simulated Production, CSS injection and sourcemaps are disabled, and code-splitting is fully enabled (all JavaScript and CSS files are combined to simulate a production-ready environment). Development tools are still enabled to help with debugging.
